Personally, I was afraid of the period of breaking of one coordinated mechanism and the formation of another. A violation of sustainable working rhythm could occur, and the problems would begin to grow like a snowball. Plus, everyone was heard by the sad experience of our neighbors from Kazakhstan, where a few years before that a similar reform was carried out, which ultimately did not justify itself: the investigation of criminal cases almost went to a dead end, all ties between prosecutors and their colleagues from the ATS were violated.

But without serious operational support, it is simply impossible for investigators to work. As a result, in Kazakhstan, two years later everything returned back. Can we say that smoothly? Well, and competently choose the staff. Difficulties arose with the latter: not all deputies of prosecutors of cities and regions of the region that oversee the work of the investigation passed to us.

Many remained in their posts, and we needed to appoint new leaders from among those who did not have experience in managerial and control work. So from the first days we tried to teach the heads of the investigative departments to properly manage people, not to lose touch with the overseas authorities in the person of the prosecutor's office, and the police. In general, there were still without disruption.

In your opinion, is it a lot or a little? On the other hand, there are very few three years for the law enforcement structure: the period of formation, education of personnel, and the development of areas of activity is still ongoing. True, an accelerated pace. So, if during the time of joint work with the prosecutor’s office a real investigator was considered the one who worked in this position for at least five years, now I, as a leader, give my subordinates the installation: I worked for a year - I must become a professional and investigate the case of any category of complexity.

This was immediately put at the forefront of the head of our department. In numbers, it looks even more clear. If in the first half of the year the courts of the region returned to us 26 criminal cases, then for the same period, only a decrease is quite serious. If in 6 months of the year 14 people were justified by the courts, then e - eight. On the one hand, the indicators are very good.

But on the other, it says that we are still far to perfection. Much more errors, shortcomings, and red tape are allowed. A little less than half of our employees are young people, yesterday's students who do not have sufficient experience. Therefore, you have to teach, not just waiting for some time, but in the process of work. More than half of our investigative departments in cities and regions of the Chelyabinsk region is located in the buildings of prosecutors.

In some places, two or three people are huddled in one office. This, of course, does not contribute to productive work. But gradually we solve these issues. Recently, we were allocated a land plot in the center of Chelyabinsk, on the site of which a new building of the regional investigative department will soon appear. And when are you planning to move? Previously, it was located in it, then vocational schools.

Since both the building and the land plot are federal property, we had to make the corresponding request to the regional department of Federal District. As a result, with the permission of the federal department, we were handed over this building for reconstruction. Now the design process is underway. In the future, everything will depend on financing - in a normal situation, I would like to build this building for two years.

There will be an opportunity earlier - I am only "for". We want a building that will ultimately appear in this place, convenient for work, which at the same time would decorate our city. The real need has rushed. Since July 1, there have been changes in the criminal and criminal procedure codes, according to which now we include consideration of applications for raider seizures-in our proceedings there are already not only materials for verification, but also specific criminal cases.

Previously, the police were engaged in this. Plus, from the beginning of next year, we will investigate criminal cases related to tax evasion. This is a very serious, voluminous block of work, since they traditionally have a large amount of business documentation, examinations and inspections. We are waiting for a very serious load and the Federal SCP today considers the issue of allocating additional states.

We have already sent our proposals to the head department. I think that at least 30 investigative posts should be given to us. Are there many women in this profession? In addition, among them there are a kind of heroes. So, at one time, the investigator of the right -bank interdistrict investigative department of Magnitogorsk Nadezhda Daineko personally detained two criminals who committed a particularly serious crime.Moreover, she was in a state of pregnancy at that moment.

So we have most people are devoted to their work. And it pleases me. Veterans also work. There is a specially created unit where our former investigators, prosecutors, forensic scientists study all the undisclosed affairs even summer ago. And there are successes in this area. Including largely thanks to these people. Today in our system the position of manager means a lot.

I think so: if you came to the leader, then everything depends on you, and you are responsible for everything.

And for the mistakes made, including. I try to instill this principle of work to each leader. Somewhere it turns out, somewhere not very. For digital indicators or personal qualities? During the work of the regional investigative department, the leaders of five -the -class heads changed on my initiative. Because they did not fulfill the requirements that were put in front of them.

When I see that a person, despite the comments, in the end does not understand or does not perceive the requirements, then I definitely decide that he should leave. He has the right to relax only on vacation, when the acting is officially assigned to his place. And so it should be constantly in touch - regardless of the day of the week or the time of day. If something happens in the territory controlled by him, and he will not leave for the scene, or the duty officer cannot get through to him, for us this is already an emergency.

In general, I compare the work of the investigator with the work of Shakhtar, who went down to the slaughter, worked out his shift, went home, so the investigator came to work in the morning, well, not before the evening, or even with the night, remained in the office. This is especially true for young investigators who have not yet learned how to plan their work correctly, to quickly and efficiently conduct investigative actions.

Therefore, I immediately tell them: the first year and a half forget that you will have a weekend, personal affairs. Know where you are going. If so, where and how? Somewhere for the family and for personal affairs. For example, in the summer I got out of fishing - it is already good. True, this summer has never gone yet. We have such professionals, I will tell you that they can be safely put up for city competitions.

And in Chelyabinsk, billiards are developed very cool. At least once in the six months we hold a tournament. It is no coincidence that I have such a little thing symbolizing billiards next to my workplace. How do you feel about this institute? In general, I welcome the jury, because in our country this is a new form of attracting citizens, the public to consider criminal cases in court.

But as a professional, I negatively refer to such practice. AN "Access". They would create a jury from lawyers, I would still agree with this, and so ordinary people cannot decide the fate of people who have committed especially serious crimes. And the jury is only considering such! And in my practice there were cases when I was shocked by those decisions that were made by jurors.

After all, before it comes to the regional court, it passes a huge number of inspections. After all, no prosecutor will sign the indictment without a system of evidence. Here the question may be different. Maybe we have not yet learned how to correctly, beautifully and simply present these evidence in court. But still, I am not a supporter of the jury. In addition, if you take foreign experience: in the United States, the jury considers a very small category of cases, and local scientists and practices advocate the abolition of this institution.

Even in England, where he has been operating for the third century - he, in fact, originated there - today his discovered criticism is underway. Well, if it has already reached there, then the jury simply became historical atavism. Times have changed.
